4.17 Department of Communication Policy regarding the Faculty Grant and Contract Incentive (GCI) Plan

The Department of Communication participates in the MU Faculty Grant and Contract Incentive (GCI) Plan.

Calculating Incentive
1. It is the policy of the Department of Communication that:

a. 80% of RIF funds (i.e., indirect dollars) credited to the department is returned to the Investigator of the grant(s) generating those funds. AND

b.100% of compensation (salary) recovery funds (i.e., grant support for base salary) credited to the department is returned to the Investigator of the grant(s) generating those funds.

2. On an annual basis (prior to the start of each fiscal year or within 30 days of the effective date for an employee whose employment commences during the fiscal year), Department of Communication faculty must choose whether to receive all, only a portion (expressed as a % of the total), or none of the returned qualifying RIF or compensation recovery funds as incentive compensation (paid as additional salary after the conclusion of the fiscal year in which the funds were earned). In other words, you have to declare on an annual basis whether you want these funds to be paid back to you in additional salary.

3. RIF (1a) and/or compensation recovery funds (1b) returned to the Investigator but not paid to the Investigator as incentive compensation (due to non-participation in the GCI plan, due to less than 100% participation in GCI plan, due to funds being judged as non-qualifying for GCI by the MU Office of Research, due to the Investigator exceeding the GCI incentive payment cap, or due to other reasons) are deposited in a Department account for the Investigator and are to be used for appropriate research-related expenses as determined by the investigator. Appropriate expenses include those incurred under the research project from which the funds were generated as well as expenses related to development of new research projects by the PI.

4. The 20% of RIF funds that are not returned to the Investigator are retained by the Department. Annually, the Department will assign three faculty members to the Research Committee, whose responsibilities will be to determine how these monies will be spent.

5. Faculty who die or who transfer within the University into a position that would not entail securing extramural research funding would be entitled to a grant and contract incentive payment accrued to the date of death or transfer.

6. Faculty who leave the employment of the University prior to GCI distributions would be entitled to a grant and contract incentive payment accrued to the end of the fiscal year of which employment was terminated.

7. The MU Faculty Grant and Contract Incentive (GCI) Plan provides additional guidance on University policy regarding GCI and supersedes this Department policy where there is conflict between the two.
